1. Urgent Record Reconciliation

With 9.02% of students "Not Up-To-Date," Gwinnett has one of the highest administrative gaps in the region. These are students caught in paperwork limbo.

Priority
Deploy "Data Task Forces" to schools with the highest N-U-T-D rates to update immunization certificates (Form 3231).
2. Overhaul Childcare Compliance

The 45.76% childcare certification rate is a major outlier. This indicates a systemic failure in reporting or certificate collection in early learning centers.

Enforcement
Provide training for childcare directors on the GRITS system and the legal requirements for entry.
3. Maintain High MMR Momentum
